		<description><![CDATA[The problem isn&#039;t the Old Georgetown Act.  The problem is the zoning in all other neighborhoods that makes the creation of new Georgetowns illegal.  

All middle-class folks could afford to live in Georgetown-like neighborhoods, if they didn&#039;t have to abide by (a) single-use zoning, (b) minimum lot size/anti-density zoning and (c) minimum parking requirements.  Gentrification happens when wealthy people react to ugly sprawl by moving into dense, livable neighborhoods.  The problem is that zoning limits the supply of these dense neighborhoods so much that the price to live in them is artificially high.]]></description>
