The DC government hasn’t ticketed anyone because they aren’t authorized too. All they can do is clear the sidewalks themselves and bill the homeowner. This is obviously a faulty system since the city doesn’t have the resources to clear the sidewalks in the first place. Apparently Councilmembers Cheh and Wells are planning to propose a bill authorizing the city to actually ticket people.

Has the DC Government ticketed anyone for egregious neglect of their sidewalks during the storm?
Can it, really, when it neglects its own property during the same storm, and does not plow some streets for days or not at all?
