Depends what you mean by “on campus.” The campus plan agreement specifically identifies “west of 37th Street” as where additional undergrads are to be moved. That is not the same as the definition of “on campus.” If the 1789 Block proposal had been approved, that could have resulted in more undergrads being moved “on campus,” but, well, you know…
