I’ve seen this effect in the intro shots to the new British version of Sherlock Holmes, with the skyline of London focused in the center horizontally, and blurred out on the top and bottom, (but not a traditional background bokeh). This one looks the same, but vertically-oriented. How is it accomplished? A filter? Or post-processing?
