City Releases ANC Redistricting Data
To assist in the necessary redistricting of the ANCs, the city released a raft of data. All of the source data is from the Census and was released a while ago. In fact, GM already has had his say on the implications of the new data. But the city has put it all in one handy place. And the data confirms that ANC2E will need to add a new commissioner.
Here are the final pre-redistricting populations (GM had it a little off in his earlier post due to misestimating the dorm populations):
- 2E01 – 2,449
- 2E02 – 1,541
- 2E03 – 2,216
- 2E04 – 3,300
- 2E05 – 2,529
- 2E06 – 2,308
- 2E07 – 2,122
While GM had the individual districts a little off, the overall numbers were right. Under the law, each district (called an “SMD”) needs to have 2,000 residents, plus or minus 100. The Georgetown districts currently average 2,352, which means it’s impossible to redistribute the population amongst them in such a way to have them all below 2100.
The City added approximately 30,000 residents since 2000. So it should be adding approximately 15 ANC commissioners across the city, including one for ANC2E (which added the ninth most new residents of any ANC).
Where to put it? With so much of the population concentrated on the campus, the focus needs to start there. GM’s suggested that simply adding another “student only” district is one option. According to the Census (which is the only count that matters) there are 3,900 residents behind the gates, so they could easily fill two districts. The other districts could easily shift around to get them up or down to the right level.

By The Way, You Could Open a Gun Shop in Georgetown
A while back, GM wrote about the possibility of gun shops opening up in Georgetown. At the time (i.e. early 2009) the Zoning Commission was trying to develop rules to comply with the fallout of the Heller decision, which forced the District to liberalize its gun laws.
The idea floated was that no store could be closer than 300 feet from residential areas, schools, libraries, churches and playgrounds. Well GM lost track of the rules until it was brought up recently by Mike DeBonis at the Post. Continue reading

Not So Long Ago: Wisconsin and Reservoir

This week on Not So Long Ago, GM stops by Book Hill again. GM has to apologize about the current shot. There was a van and a new tree that sort of blocks the shot. But angles are angles, so that’s what we get when we try to replicate casual snapshots from a car 18 years ago.
What’s lurking behind the tree is Marston Luce. It’s been at 1651 Wisconsin Ave. for quite some time. However, in 1993 the space was occupied by Washington Video.
For GM’s younger readers: a video was a DVD that came in a large cartridge. You couldn’t skip “chapters”. You had to just press fast forward till it got to what you wanted. And when you finished, you had to rewind the thing for minutes before you could start watching it again.
For GM’s even younger readers: there once were stores that let you borrow movies. You had to physically go to the store, pick out the movies, go home with them, and then bring it back when you were done. And if you didn’t “rewind it” you could pay a fine. You weren’t even guaranteed that the store had what your wanted! You may have to go all the way there, find out they didn’t have it and then go home with a movie by someone called Pauly Shore, whose popularity scientists have yet to explain.*
Anyway, it’s interesting to see that the dominance of antique shops on Book Hill wasn’t in place yet by 1993.
